6 delivery teams at 2 courts a month, with a 10-week build cycle held back for the last handover. That is 12 courts a month across 6 usable months — 72 courts — so delivery capacity, not money, is what caps the pre-AFCON wave.

Small-sided courts are the only facility class that can be delivered at volume in this window. Grass and hybrid eleven-a-side work starts now but lands later.

During

Every county venue used as a fan park, a training base or a community programme site while the continent is watching.

Attention is the cheapest marketing the game will ever get. Courts already trading can convert it into memberships, leagues and sponsorship on the spot.

After

August 2027 onward

The facilities keep trading, the leagues keep running, and the academies keep producing.

The test is not the tournament. It is whether a child in a county town still has somewhere to play in 2030 and a pathway that leads somewhere.

How this was worked out

The national court line is 141 stackable five-a-side and futsal courts at an indicative $23,750 each (range $17,500–$34,000), allocated to counties by the same equal-floor-then-population rule as the rest of the programme. This module answers a narrower question: of a county's courts, how many can realistically be in the ground and in use before the AFCON PAMOJA 2027 kick-off on 19 June 2027, and what that costs at that county's own cost of living. Delivery capacity, not money, is the binding constraint. A stackable court is a ten-week job once the slab is down, and a single contracted delivery team can hand over about two a month. The plan assumes six teams working in parallel, so roughly twelve courts a month nationally. Whatever that capacity buys between now and kick-off is the pre-AFCON wave; the rest follows after. Capacity is offered to counties in priority-corridor order, then by population, and no county in the corridor is left with nothing before the tournament. Costs are the national unit cost multiplied by that county's cost-of-living index, so a court in Nairobi is priced higher than the same court in Homa Bay. Everything here is a labelled estimate published for challenge. Shilling figures are built at the base rate and restated at the live rate by `feeds.live()` at the API boundary — never apply the live rate inside a module or it is applied twice.
